Yes, I would say partly yes, partly no.
Maybe the ceiling should simply be sprayed—my neighbor had it done that way, and it works well.

That doesn't look like a problem with the paint to me. It seems more like the substructure is showing through.

In the past, using one type of paint from VEB LuF, I learned to start at the window, painting about 1 meter (3 feet) lengthwise into the room. Then, crossing back parallel to the window, start again at the window, and continue this way. This results in all finished paint strokes being parallel to the window, directed toward the door. This worked even with a ceiling brush; rollers are a modern invention, but the rule still applies: paint from the window toward the door.

So you’re saying it’s the painter’s fault? The guys rolled not lengthwise, but across the sliding element... as you can clearly see.

From the pictures, I can also mainly see the substructure showing through, probably due to insufficient filling and sanding.

I really can’t imagine that, it was puttied and sanded three times.
