The electricity provider asked the gas supplier to keep the access hole open for a bit longer. I mean, that sounds technical, but in reality, the civil engineers coordinate this. The electricity provider wanted to send someone to connect the cable to the power line so that it would be live. I found out about this. The telecom cable was just lying there, easily accessible; the empty conduit was already in place—they had the electrical crew include it for a small bribe.
