It’s enough if a neighbor lodges a complaint and the issue cannot be resolved afterward (for example, if the height limits have already been reached).

I have actually heard of raising the roof and adjusting the height as a possible solution (I don’t work at a building authority myself). By the way, I only said that the general contractor should clarify what’s going on—not that you should immediately go to the authorities.

It depends on the neighbors. There is also someone here who closely monitors every new construction or extension. During a renovation two years ago, measurements were taken very precisely again because apparently something was off with the roof overhangs. That had to be adjusted.
