Of course, that’s the requirement! But in the end, everyone can decide for themselves whether to place the glass plate or not. We also have oak floorboards, and the glass plate is standing in the storage room. The fireplace operates closed and is only opened to add more fuel, so I believe it’s almost impossible for sparks to fly in such a way that something happens.
Our chimney sweep/fireplace installer also said that the plate is required for approval. But what you do with it afterwards is up to you. By the way, our fireplace can rotate 180°, but the plate is only L-shaped, so it would have to be rotated each time, and it only covers an area of about 30–40 cm (12–16 inches). As I said, the important thing is to open the fireplace carefully; then no sparks will fly, and in a major incident, the plate would hardly offer any protection anyway.

As mentioned, you simply have to handle it properly (and for me, this also applies to the "protected area"). Then no sparks will fly, and otherwise the fireplace is "fire/spark-tight" when closed. As I said, at least our glass panel (provided by the manufacturer) does not really offer serious protection for me. It is actually too small for that and, in terms of shape, rather "impractical." BUT I’m not encouraging anyone to omit it; everyone has to decide for themselves. However, this area by no means replaces the need to use the stove carefully!
guckguck is right – if you ever have a fire and the expert determines that this protective measure was not in place, the insurance company won’t pay a single cent, even if the fire was caused by a completely different reason. So at least remember to place the glass panel in front of the stove before the expert’s visit.
This has nothing to do with whether it makes sense or whether there really is a risk of such a fire – if you don’t comply with the fire protection regulations and damage occurs, the insurance company will be very happy because they won’t be liable.
