The interior plastering on the upper floor is complete.

The interior plastering is complete, and the exhaust duct for the kitchen island has just been installed. The screed will be poured tomorrow.

I don’t understand where “the bird” would fit here...

This was common practice for us as well.
It’s not like you as the client hold the retention funds in your account and only pay them after five years.

In our case, it always worked like this:
The company issues the final invoice, the architect reviews it and authorizes payment if the company provides the bank guarantee.
If the guarantee was presented, we paid the full amount.

It's quite simple: you receive quotes where the contractor has added the 10% retention amount on top...

Yes, there is no other way. The contractor must protect themselves in relation to their clients.

Now things are getting adventurous.
1. Why would anyone be discouraged from submitting bids? It’s a simple choice: either you continue to work happily with a reliable partner (my architect) or you look for something new.
2. I do see the comparable offers.
3. Who says that clause was already included in the tender documents? It’s up to each person to decide at contract signing.
