Even if it’s not a residential building, I still find it fascinating. So what is it then?

We know that.
For us, the construction progress report already stated that the ground floor and the upper floor are completed, although currently only the ground floor and intermediate floors are in place. The upper floor will only begin next week.
However, the invoices have always arrived almost simultaneously with the completion of the services.

We’re finally getting started. Just a few hours after I took this photo, we already had the invoice for the second installment in the mailbox. They’re quick with invoicing. Invoices are always quick for us, too. But that doesn’t necessarily mean anything; so far, we’re quite satisfied. I think the invoicing process at my builder is pretty automated. They build over 300 houses a year, so it makes sense they want to keep their cash flow steady.

We already received the construction progress report stating that both the ground floor and the first floor are finished, even though only the ground floor and intermediate floors are standing so far. Work on the first floor will only start next week.
However, the invoices have always arrived almost at the same time as the actual completion of the work. Funny, I’m in the exact same situation right now. The previous progress payment invoices always arrived around the time the work was completed. But now the latest progress invoice (stating completion of contractual services except for remaining works) came before the actual work is done. The staircase isn’t installed yet, electrical and plumbing are still missing, photovoltaics haven’t been done, and the HVAC is still outstanding. I’ve already messaged the site manager saying the invoice arrived but the progress report didn’t, and that I usually submit that to the bank. I also mentioned that the services listed on the invoice are not finished yet and asked what I should do. The invoices always say “payable within 8 days.”
Did you just pay anyway? Or did you wait?
If I wait until the work is finished (in about 1.5 weeks), I might be late with the payment. (?)
I wouldn’t immediately assume “malicious intent” behind a reputable company’s actions. The coronavirus pandemic has caused some effects that aren’t always immediately clear… but it’s also possible to overreact. I would only pay before completion if it’s someone I know personally and trust. I don’t expect they would complain if the mentioned payment deadline is missed, as long as the invoice was sent BEFORE completion.
