Yes, that's what I thought.
But this is a new development area, right? A lot of heavy equipment will be moving over the paving and could damage the nice surface. Normally, the final surface is only paved when construction progress reaches about 70-80% (referring to the building units).
How far along is the paving at your place? It looks very close, even though you are supposed to build 5 meters (16 feet) away?

The road in the entire new development is finished. Curbs have been installed directly along our plot. We are still using parts of the road that have been covered up.

We are set back 2.80 meters (9 feet) from the road—the five meters (16 feet) you mentioned apply to the middle houses, which HAVE to be pushed back due to the parking spaces.

The older photo shows the road more clearly.

It is only six meters (20 feet) wide in total, without sidewalks or parking bays—it's all a traffic-calmed zone.
