It would be really great if everyone here could just post one or a few pictures showing the current state of their house.

I'll start right away.

For renovations, it’s best to provide a comparison of before and after the remodeling.

In separate trade contracting, scaffolding is considered a separate trade and is coordinated by the construction management accordingly ;-)

Correct, it’s a separate contract. However, the house will only be plastered 1 to 1.5 years later, and the scaffolding would have been in the way for the larger window areas.

I am the construction manager :-) See my comment above about the plastering being done later.

The window manufacturers don’t need it; the plasterer will probably come last, in about 6 months.

If the window installer finishes off with foam, that might be true. But anyone who works properly with membranes or sealing tapes will be extremely grateful for scaffolding.

Each contract award is structured by the party awarding it; there is no DIN EN 08154711 trade account law. It is not uncommon for a self-managing client to let each trade offer their own necessary small extras. Of course, the roofer will resist appearing more expensive simply because they rent the scaffolding until the painter finishes. So, no one is responsible for their neighbor, and after each, the flood comes.

No, that’s exactly it: they might need it, but they are not grateful, so they leave it to others to handle. Everyone is their neighbor’s problem, as my late grandmother used to say.

The topic of windows was probably the trade I spent the most time on and requested numerous quotes for. So far, we have a very good impression of the company we chose. Here is just a snippet from the offer:

The window installer might manage with their own resources. As 11ant explains, it is coordinated and regulated by the contractor. Some shell builders offer their masonry scaffolding for a few euros per day until the roofing work is complete. Possibly, the plasterer needs a different distance than the mason and might handle it better this way?
