That would be a significant exaggeration. This inhomogeneity creates pockets of different thermal behavior compared to the surrounding wall surface. However, it should not be assumed to be so severe that the wallpaper locally sweats and mold grows. Nevertheless, it is a sloppy mistake that could easily be avoided. Thinking in increments of 0.125 meters (5 inches) is not rocket science and is actually second nature for a structural engineer.
