There are too many variables; you need to check on site. Anything between 20,000 to 100,000 could be possible. And we’re talking about 2 m (6.5 ft) retaining walls along the entire length. That’s too much for a mere embankment.
Does the development plan / building permit even allow that?
By the way, good soil means soil quality zone 0; in zone 1.1, costs can easily double, and so on.
Just tell me how much you’re willing to spend to have a flat plot so we know your limit and can decide whether it makes sense to continue this discussion.

Building against the terrain is significantly more expensive than building with it and is rarely more appealing. Leveling the ground costs roughly as much as taking a 10-year summer vacation 😉. Of course, just like the effort required for a summer vacation, the effort needed for leveling is also hard to estimate.
