For the repair of HEMNES, you don’t need any special tools. A standard Allen wrench set, a screwdriver, and wood glue are usually sufficient.

Personally, I have had very good experience with common wood repair kits that include dowels, glue, and small milling tools. Although such tools are not officially designed for IKEA, they work very well in practice.
Regarding tools: besides the usual Allen key, I recommend a cordless screwdriver with adjustable torque to tighten screws properly without overtightening.
