My children sometimes use it for sitting or as a step to climb, and I always make sure they are not too rough. It’s obviously not a play equipment, but with some basic precautions, it can be made relatively safe.
I also think it’s important not to overload the shelves too heavily so the weight is distributed as evenly as possible and the shelf won’t tip over.
