At the moment, it is only important to me to have pop-up sprinklers that start watering when the tap is turned on. Later expansions should be possible.
The garden is about 700m2 (7,535 sq ft) in an approximate U-shape around the house, with taps located on both sides of the U.
The outer edges of the shape measure 26 meters (85 ft), 36 meters (118 ft), 40 meters (131 ft), and 26 meters (85 ft).
A well might be installed later as a water supply.

This is challenging. The setup of your irrigation zones largely depends on how much water your well can provide. Do you know how many sprinklers your household water supply can support (bucket test)?
You could base it on the flow rate of your household water supply; it is quite likely that a well will provide the same or more water later on. In that case, you might have too many small zones, but that’s better than the alternative. (However, it is also possible that your household water supply alone does not provide enough water even for small zones.)
You should already consider where the valve box will be installed, as all the pipes to the garden will run from there. Initially, you can supply it via a water tap and later connect it to the well. When choosing the location, keep in mind a) the irrigation zones and b) the possible location of the well. A site plan would be helpful here.

T_im_Norden16 Jun 2021 20:09Yes, it only requires notification; no building permit or planning permission is needed here.
