I know this is a question that everyone will probably answer differently, BUT:
We are considering building a second house on an existing plot, but there would only be a small garden left.
We’re wondering if it would still feel like a garden later on or just more like a strip of green space.
Marking it out on the existing plot didn’t provide much clarity.
Dimensions: maximum 7 m (23 feet) behind the house, but 21 m (69 feet) long, although the length probably doesn’t make up for the narrowness.
Maybe someone has a similarly narrow garden?
I’d really appreciate any feedback!

Well, from what I have seen so far, they have a long garden, meaning you stand on the terrace and although there isn’t much space on the right and left, you don’t directly face a fence just 7 meters (23 feet) away.
For us, it’s basically the opposite.

Oh, the other way around. I thought you meant the 21 meters (about 69 feet) you mentioned... Well, in our old house, we never had more than 7 meters (about 23 feet), but only 10 meters (about 33 feet) in width.
You could also use vegetation to zone the area, creating more of a courtyard-like atmosphere.
I don’t see any problem with designing the plot area. Emphasis on the last word!

The minimum size ... doesn’t it depend not only on building regulations but also on the intended use? For us, the question was more like: How much space should remain around the house? How much distance should be maintained from the neighbor?
In my opinion, the desired type of house also plays a role, or put differently: The house needs to be planned according to the plot. Particularly small plots might require special creativity and compromises in the design.
