ᐅ Control two light sources alternately with a single switch?

I found it a bit difficult to choose a subject line, so I’ll try to explain my problem here:

In my bathroom, I have a light switch, but I want to control two different light sources or circuits alternately with it. The problem is that there is only a three-wire cable installed. Here is my desired setup:

First press: Light 1 and 2 turn on
Second press: Only Light 1
Third press: Only Light 2

Does anyone have an idea if there is an (intelligent) control device that I can simply connect in between? Or if such a thing doesn’t exist, maybe some kind of actuator that I can control separately when the power to the lights is on?

This is basically possible with a pulse relay. Normally, both are off; press once to turn lamp one on, press again to turn lamp one off and lamp two on, press three times to turn both lamps on.

Using only a three-core cable for all the lights makes it difficult with traditional electrical wiring. I would install common smart lights like Philips Hue and use their switches.
