In our new build, an independent granny flat with a separate entrance will be constructed on the upper floor. That’s why the architect included a third parking space. However, the driveway is long enough to park two cars in a row. Also, I don’t want to give up another part of the garden (next to the conservatory) for a paved parking space. Of course, it’s not ideal to park cars one behind the other. But our son will move into the granny flat, and out of convenience, he will 100% park on the street.

Having two parking spaces for a single-family house is already common. An additional space for a small accessory apartment makes sense as well. Normally, a typical family single-family home has two cars. The single accessory apartment usually only requires one.
Therefore, it is actually quite reasonable.
Above all, I interpret it to mean that there are also three cars, so it’s not a car-free family struggling with phantom parking spaces that no one needs.
On our street, it’s quite narrow and there are only a few visitor parking spots along the road. Neighbors are quite unhappy when those are unnecessarily taken up.

Did the planner possibly specify three parking spaces, while only two are required by regulations?

My suspicion is confirmed in the first post—the planner specified three spaces. What does the building permit / planning permission say? For example, in our case, the city reduced the requirement from at least two spaces to one. If the permit text states two spaces, you have to comply with that.
If that text section does not exist, you should ask the city authorities.
