ᐅ Basement base / reinforcement plaster / dimpled membrane, order of applying reinforcement plaster

we are a bit stuck and hope someone can help us ..
- New construction is completed.
- The plot is not fully filled yet (about 35–50 cm (14–20 inches) still missing).
- Basement base: reinforcement plaster, mesh embedding, smoothing, and final troweling have been done.
- Waterproof basement with exterior insulation.
What comes next:
We would like to install border stones, build a terrace, and carry out the backfilling:
Does the reinforcement plaster that will later be below ground level still need to be protected with a dimpled membrane and cementitious waterproofing?
What is the correct sequence?
Cementitious waterproofing – dimpled membrane – add and compact gravel for the terrace (won't this damage the dimpled membrane again?) – set border stones (also around the future terrace) – complete wooden terrace – backfill?
