A full surface distribution under the entire shelf is usually not necessary and often impractical. However, it is important that the supports do not slip and sit evenly.
Regarding your second question: rubber pads under the feet usually improve grip and prevent slipping. They provide some cushioning but only limited stabilization against wobbling if the base surface is very soft. Felt pads, on the other hand, are mainly intended to protect the floor covering and can even increase wobbling, as they often offer less hold on soft carpets.
