ᐅ Is an emergency override for blinds on the upper floor strictly necessary?

Hello everyone.

Today we visited our soon-to-be neighbors and took a look at their house.

I noticed a manual crank (in addition to the electric switch) on a shutter on the upper floor.

Our neighbor said that such an emergency opening is mandatory in Lower Saxony!

However, we have not planned for something like that. Or rather, our general contractor hasn’t!

Are there regulations on when such an emergency opening is required and when it is not?

The second emergency exit is regulated in the Lower Saxony Building Code (Niedersächsische Bauordnung) under § 33. "For each unit of use with at least one habitable room, there must be at least two independent emergency exits to the outside on each floor. The first emergency exit for a unit of use according to paragraph 1 sentence 1, which is not on the ground floor, must lead via a required staircase (§ 34 paragraph 1 sentence 2). The second emergency exit can either lead via another required staircase or to a location within the unit that can be accessed by the fire department’s rescue equipment. A second emergency exit via a location accessible to the fire department is acceptable as long as there are no concerns regarding the suitability of the escape route for rescuing people."

Because of these concerns, most people install a mechanical opening option.

A not entirely serious question: when it comes to burglary protection, it is always said that roller shutters do not provide security because they can be removed within a few seconds. So why is the same effort made for fire protection? Operating the crank probably takes about as long as applying a bit of force to the roller shutter...

Well, it’s quite simple—the fire department arrives with the proper equipment for evacuation.
If the turntable ladder can’t reach a certain spot, you would need to provide a second staircase, external ladder, or something similar.
In a daycare center, I once saw a slide used as a second escape route.

And now do you expect your child or the firefighter to use force against the roller shutters on the house if you are lying on the ground floor, unresponsive?

But a 3-year-old child will hardly be able to roll up the shutters.
