ᐅ Stairs were delivered without a handrail, and now I have to pay extra?

Hello,
we have built a house and are now in the final stages. The staircase is about to be delivered. However, the company is now saying that I didn’t order a railing for the stairwell opening (the area around the stairs) and that I need to purchase it separately (almost 2,000 euros).
Is it normal to buy a staircase without a railing? To me, that counts as a safety feature to prevent falling from above. I thought it was standard.
The contract literally states:
"The standard delivery includes the necessary stair railings with handrail (which ends at the newel post), all required fasteners, and a clear surface finish."
But the employee told me that the railing mentioned refers only to the railing on the staircase itself, which supports the handrail.
Does anyone have experience with this?

I am still having some difficulties understanding.
To me, the stairwell means the inner curve, and the outer curve is often against a wall, where a handrail might be attached. Normally, no railing is installed there, unless the staircase is freestanding. What kind of staircase do you have? Is it completely freestanding?
Maybe post a picture or mark the missing railing on a floor plan.

According to the scope of work description, it is indeed not included and should have been noticed when reviewing the scope of work.
However, if the drawing is part of the construction contract, then in my opinion that could be an argument.
Do you have an expert available who could point out a few regulations regarding fall protection for the construction company? Maybe a compromise can be reached somewhere in between.
This is once again a very clear example for future home builders of what might not be included.
