ᐅ Is an emergency override for blinds on the upper floor strictly necessary?

Hello everyone.

Today we visited our soon-to-be neighbors and took a look at their house.

I noticed a manual crank (in addition to the electric switch) on a shutter on the upper floor.

Our neighbor said that such an emergency opening is mandatory in Lower Saxony!

However, we have not planned for something like that. Or rather, our general contractor hasn’t!

Are there regulations on when such an emergency opening is required and when it is not?

I specifically reviewed the building permit / planning permission provided by the seller yesterday, and a second means of escape is not mentioned anywhere in the text, nor can I find anything about it in the drawings. Well, I have two large windows on the gable side, with the parking space below – one of those should be suitable.

Normally, it should actually be marked as a second emergency exit or similar.

It’s not enough just to have the emergency exit marked. There also needs to be an emergency opening for the blinds...

If it’s not there, then no emergency escape route. Of course, what’s stated must be included.

A second emergency escape route is required in every federal state according to the regional building code. Therefore, it should also be specified in your building permit. There must be at least one openable window sash (usually at least 90x120cm (35x47 inches)) that the fire department can access by ladder. This means the ladder truck must be able to reach the window, and there must be enough space for maneuvering the ladder. Overhead cables are not an obstacle. I am not familiar with your parking area, but it should be possible. Up to three people can also be rescued using a standard ladder. It therefore depends on how many people live in your home. The emergency route does not have to be marked but must always be accessible (i.e., not blocked or locked).
