ᐅ Is an emergency override for blinds on the upper floor strictly necessary?

Hello everyone.

Today we visited our soon-to-be neighbors and took a look at their house.

I noticed a manual crank (in addition to the electric switch) on a shutter on the upper floor.

Our neighbor said that such an emergency opening is mandatory in Lower Saxony!

However, we have not planned for something like that. Or rather, our general contractor hasn’t!

Are there regulations on when such an emergency opening is required and when it is not?

In my floor plan, it simply says "escape window" in front of the corresponding window opening.

Did you want the window to be that size, or did it become larger because it is the emergency escape window? An emergency escape window does not have to be that large.

I just looked it up, and you’re right. In Baden-Württemberg, emergency escape windows must be at least 0.90 m (35 inches) wide and 1.20 m (47 inches) high in clear dimensions according to § 13 para. 4 of the state building regulations (LBO/AVO), and they must be positioned no more than 1.20 m (47 inches) above the finished floor level. My builder said it needed to be that large because a firefighter in full breathing apparatus must be able to get through it. For me, it didn’t matter because the other window on that side of the house was just made that large for visual harmony.

I just looked it up as well, and here two emergency exits per floor are required:
- Ground floor: Front door and patio door
- Upper floor: Staircase and window 90/120

Manual crank mechanisms were not installed here either.
The official didn’t care about that during the inspection... but I do now.
