ᐅ Is an emergency override for blinds on the upper floor strictly necessary?

Hello everyone.

Today we visited our soon-to-be neighbors and took a look at their house.

I noticed a manual crank (in addition to the electric switch) on a shutter on the upper floor.

Our neighbor said that such an emergency opening is mandatory in Lower Saxony!

However, we have not planned for something like that. Or rather, our general contractor hasn’t!

Are there regulations on when such an emergency opening is required and when it is not?

Strange that this was not noted during the building permit / planning permission process. Possibly, it might still be raised during the official inspection, if such an inspection takes place.

Yes, there are really blinds everywhere upstairs.

Is there definitely an inspection or approval from the authorities (building permit / planning permission)?

No official inspector came by for the final inspection. However, in the building application, one window (in the bathroom) is explicitly designated as an emergency escape window; it is also larger than the other non-floor-to-ceiling windows, measuring 1.87 x 1.43 meters (6.1 x 4.7 feet). In my case, the window was fitted with a manual crank, although this was not mentioned in the building application—it was added by my construction company.

How should an emergency escape route be marked?

Are there any standards for this?
Because I definitely can’t find anything about it in our plans from 2017.
