We have a design created by an architect, which is to be executed by a planning office. The design was submitted for the building permit / planning permission and then “adjusted.” One of the major changes is the roof structure. The site manager says it needs to be changed, but we don’t understand why and wanted to get your opinion on this.
The architect designed a green flat roof with tapered insulation for drainage, which does not include a parapet. The site manager says that for the green roof, a side edge must be created; the design of this edge doesn’t matter, but it should be the same height.
In the graphic below, the site manager’s design is on the right and the architect’s original idea is shown on the left.

Is there any reason against the architect’s design, or why does the planning office insist on building a parapet?
For your information: a photovoltaic system will be installed on the roof.
