ᐅ Leaking balcony, water seeping through the ceiling – how to waterproof it?

The house was built in 1978. During an unusually severe storm last week, it was noticeable that water entered through the balcony and leaked through the ceiling into the room below.
After inspection by two tradespeople, we received two different recommendations on how to proceed.
1. Opinion: Seal the open area with silicone or another waterproof material, then cover it with a metal sheet.
2. Opinion: Replace the entire window because it is too high and extends too far down into the floor -> install shorter windows, renew the balcony surface, and possibly add additional drainage in front of the window.
Since both options differ significantly in cost, we as "laypersons" are quite uncertain about what would be the correct solution. It should be mentioned that the problem only occurs during heavy storms because the balcony is well protected by a roof during normal rain.
I would be very grateful for any advice. Pictures attached.

Of course, I can only assess the local situation based on the photo.
Surface waterproofing should be extended 15cm (6 inches) vertically. Simply put.
In the visible situation, this is not possible, so a drainage channel should have been installed in front of the window or door area.
However, this alone will not solve the problem!
The rainwater must be diverted away from the facade, and it is reasonable to assume a leak in the existing surface waterproofing.
The removal of the door or window is confusing, as it is probably pointless!
So, the first two rows of panels should be dismantled to check how the now-exposed construction performs in terms of waterproofing.
