for our large basement door (3.06 x 2.18 m (10 x 7 ft)), I am considering a sectional door. The basement floor is standard concrete without tiles. I would like a sectional door. However, how well does such a door seal against wind, and what happens if I decide to install tiles on the floor after a few years? Will the top section of the door still close properly, or will there be a gap?

Usually, there is a rubber lip at the bottom that should be able to compensate for the slight additional height. If necessary, the end position can still be adjusted (possibly depending on the drive unit, for example with Hörmann it is possible). However, the door tends to move inward near the top edge quite quickly, so there isn’t much leeway.
A standard garage sectional door is little to not windproof at all, as they are not designed for that. However, there are all kinds available, including insulated sectional doors for (deep) freezers… The costs, however, are accordingly very high.
