I have a problem at my house (5 years old) where the paint is peeling off at the base of the entrance area (see photo). Could someone possibly explain what kind of defect this is? Is it just a cosmetic issue or do I have a serious problem here?
For your information, during the first year after the paving was done, the pavement was mistakenly sloped towards the house. As a result, rainwater collected by the wall during heavy rain. This was later corrected and no longer occurs.
I really hope there is an affordable solution to fix this. Maybe some kind of primer?
I would appreciate it if you could help me.

Whether the base was properly finished cannot be determined.

Thanks in advance for your help.

Helpful schematic illustrations showing how the base structure and ultimately the waterproofing should be professionally constructed can be found online. If you were the client at the time, hopefully you regularly inspected the construction and paid attention to important aspects such as the base waterproofing. Was the waterproofing applied deep enough down to the foundation slab or the exterior basement wall? Was a waterproof slurry applied before the base coating?
It appears that moisture is rising quite evenly, so I personally rule out localized damage to the base or waterproofing.
What can you do as a layperson?
Remove two rows of bricks over a length of about 1m (3 feet 3 inches) as a preparatory step, then have a professional come to inspect the situation. Maybe you’ll be lucky and only need to excavate around 30cm (12 inches) all around, clean the base, reapply the waterproofing, and repaint. Or you might be unlucky and the base has to be partially or completely removed and rebuilt due to serious defects.
Has the 5-year warranty period already expired? If not, the construction company should definitely be contacted.
