Hi, in our builder’s contract it states that 15cm (6 inches) of topsoil will be applied. Do I have to accept it as it appears in the picture here? According to various sources, topsoil always refers to the uppermost layer, but then everything on the surface would be called "topsoil." Thanks

Topsoil can vary in quality. I don't think you can make specific quality claims unless something more detailed was specified in the contract.

Only once you have a soil survey will you know what actually needs to be done. Everything else is just an assumption, and that can cost between 5,000 and 50,000 euros. 😉

The soil seems quite sandy to me, which doesn’t necessarily have to be a bad thing. How deep can you dig with a regular spade, and what is the composition of the soil “inside”? A high proportion of large stones? More clay? Or are there darker parts indicating humus? For us, the topsoil wasn’t particularly good either. There was a fairly high content of stone and clay.
If you want really good garden soil, rent a powerful rototiller, plow the soil once, remove all the stones, and work in plenty of compost. Here, you can get compost from the local composting facility for a small delivery fee (I paid 40 € for 12 cubic meters). Spread everything out, till the soil again with the rototiller, and the garden soil will be perfect.

Topsoil is not a technical term. What you probably should have ordered is called substrate or topsoil mixture.

As you already mentioned, it can be anything that is on the surface. But no problem—just go over it twice with a rotary tiller, remove the large stones, add some fertilizer and grass seed, and you won’t see any trace of it anymore.

The soil looks quite normal at first glance. Topsoil should be fairly nutrient-rich, which is not visible in the picture. The topsoil can be sandier or more clayey. The organic content is not specified. If you were expecting a layer like the one directly under a turf layer, then I understand the disappointment. I don’t see any reason for a complaint based on the photo.

Much more important for a successful garden is that the entire area has not been compacted.
