Hi, in our builder’s contract it states that 15cm (6 inches) of topsoil will be applied. Do I have to accept it as it appears in the picture here? According to various sources, topsoil always refers to the uppermost layer, but then everything on the surface would be called "topsoil." Thanks

That wording is probably not exactly in the contract. The exact wording would be important. Also, is this a builder who sells you a house with completed landscaping or a general contractor who moves your existing soil back to where it belongs?

Yes, naturally existing topsoil.
The photo appears to show ordinary soil substrate/topsoil, which is ideal for planting, for example, grass. True compost soil would be too rich; that is added for nutrient-demanding plants and is not the same as topsoil.
