Unfortunately, the pictures are quite blurry, but I hope that some of the experts here can still help identify what this might be.

At first glance, and based solely on the pictures, my initial thought would be that it is likely mold!

To me, it also looks a lot like mold – at least that's what the photos suggest. Can the stains be wiped away (at least partially)?

I didn’t try that when I viewed the apartment.

I also believe that this is mold. This means that the window installation (by today’s standards) is faulty, or the window frame has a very poor U-value. As a result, condensation forms there.

Unfortunately, this is a new build, completed last year.
