ᐅ Telecom Connection – Line Already Installed, Still Have to Pay $600?

I applied for my internet and phone connection with the telecom provider. In the meantime, the local energy supplier (a small regional company) has already installed the phone cable to the house.
The cable now only needs to be connected to the telecom provider’s network and the "APL box" inside the building needs to be connected. No more earthworks are required. (I wanted to complete all excavation work in one go, which was successful).
I have now read that in this case the telecom provider is not allowed to charge for the connection – can anyone provide more detailed information on this?

Most of the time, the utility providers (gas, electricity, or water) lay the telecom cable in the trench as well. It doesn’t require extra effort on their part, and they receive some compensation from the telecom company for it. The telecom technician (or authorized electrician) then connects the entire system inside the house or at the street. The flat fee is always charged in full, as the service has been provided.

Internal connection = 600€
The work is the same in both cases (provided the cable is already installed).

Telekom usually covers the excavation work and drilling (except when going through a waterproof concrete shell). The cost for this is 600€.
You have to specify everything very precisely (where the wall opening should be, and so on).
If the connection is outside, you don’t pay anything because those services are not required. So why should I pay for it inside when everything is prepared identically to the outside connection?
