Assuming there is a preliminary building approval for a plot of land that defines a maximum living area of 160m2 (1,722 sq ft). Is it then possible to build a garage in addition? Is the total floor area allowed to exceed 160m2 (1,722 sq ft)? Would the garage have needed to be explicitly approved in the preliminary building approval?

If this step was overlooked, you can either submit a new preliminary decision application or consult the development plan. If there is no development plan, you would need to assess the surrounding buildings to determine whether the plot size allows for a garage, aiming for a similar floor area ratio as the neighboring properties.
