Unfortunately, this design is very poorly planned. I suspect that mounting holes above the connections would have been much less problematic.

This has nothing to do with building cheaply; it is standard practice and has basically always been done this way, even 30 years ago. However, the shower panel is actually extremely poorly designed. The designer really should be reprimanded for planning the drill holes like that.
Usually, a plumber needs to know which toilet model, urinal, bathtub, and fixtures will be installed. Only then can they set the correct heights for the concealed cisterns for the toilet and urinal according to the technical data sheets, determine the proper position of the drain pipe before the screed for the bathtub, and provide the correct valve bodies for the fixtures.
This is one of the reasons why many plumbing companies refuse jobs when customers want already purchased bathroom fixtures installed (e.g., bargains bought online).
Plumbing companies often use mixed pricing strategies. Since customers are usually unwilling to pay the hourly labor rate (except possibly in the case of an insurance claim), many plumbers try to at least sell the labor together with the materials if not the installation work itself.
The person who installs the fixtures is also the contact for issues such as cracked tiles, scratched bathroom furniture, and leaks, with the argument that everything was fine before. It is often overlooked that the tiler may have installed hollow tiles, the pipes were not laid properly, or bathroom furniture was damaged during shipping or unpacking.

And before drilling anywhere, you need to determine where the pipes run; that is standard practice...otherwise, you shouldn’t drill at all.
This has nothing to do with motivation...they do what was ordered...if the order was for water in the shower, then there is water in the shower...according to current technology, that means in one chase.
