In my experience, cavity anchors (e.g., Fischer DuoPower) work very well, offering good support especially on tile floors with thinner tiles. Before drilling, make sure to check the tile thickness and use a small punch to avoid chipping the tile.
Regarding the drill bit: usually, a diamond drill bit is the best option if you don’t have a hammer drill with a tile mode yet.
Also:
If the shelf will bear a heavier load, I recommend reinforcing the mounting with wall anchors or a combination of wall and floor fixings. This way, you ensure maximum stability.
And if you are considering adhesive solutions – they can work well for small shelves but I wouldn’t recommend them for larger shelves like Billy units.
