a layman's question:
I have a newly built staircase in a new construction (wooden steps and landing on a concrete staircase. Oak – 45mm (1.8 inches) thick). After a few weeks, the stair landing has cracked. The crack is right along the glued joint (lengthwise), about 30cm (12 inches) long. So my question is: can this happen, or is it considered a defect if the glue joint essentially fails?

Yes, that can happen, as you can see. However, this clearly seems to be a defect; a photo could help with the assessment. But if the staircase is only a few weeks old, this should definitely not occur and likely indicates post-drying of the wood. Wood naturally moves over time, but it should of course not crack or have the glue joints come apart.
