Hello,
for our new construction project, we would like to build a double garage or a double carport with a storage shed that has direct access to the house.
How is this regulated in Lower Saxony? A 6x9m (20x30 feet) boundary construction is allowed without the neighbor’s approval, right?
However, I think I heard that a maximum of 36 square meters (387 square feet) of usable area is permitted, and with 6x9m (20x30 feet), that would be clearly too much.
So what is correct?

At a corner, it would be 15 meters (50 feet) No. In many regional regulations, 15 meters (50 feet) total applies, but a maximum of 9 meters (30 feet) to ONE boundary.
So 9m (30 feet) by 6m (20 feet) is allowed, beyond that you usually need building encumbrances.

Quote from the Lower Saxony Building Code 2012, §5 (8) sentence 2:
2 Without any distance or with a reduced distance down to 1 meter (3.3 feet) from the boundary are permitted:
1. Garages and buildings without living spaces and fireplaces with a height of up to 3 meters (10 feet) [...]
3 Structural elements according to sentence 2 may reduce the distance according to paragraph 2 along a total length of 9 meters (30 feet) per property boundary, but on a building plot only along a total length of 15 meters (50 feet). To my knowledge, this is regulated similarly in most federal states, although each regional building code includes specific exceptions on this matter. The development plan may also contain differing provisions, for example.
