ᐅ Annoying rainwater vent pipe? What can I do about it?

Hello, my name is Max and I recently bought a newly built house. There is a pipe sticking out of the ground in my garden, which according to the construction manager, is a rainwater vent.

This pipe really bothers me because it is right in the middle of the garden, and my young daughter could easily get hurt on it.

My question is, is this normal? Is there a way to make it lower? I can’t find any flat DN100 (4-inch) caps for it. Or can I close the pipe underground with a DN100 (4-inch) sealing cap?

Between the two semi-detached houses, there is apparently a large pipe to allow rainwater to drain more quickly during heavy rainfall. However, I am still wondering what the purpose of the ventilation pipe is.
