I see this a bit differently. Sure, impact anchors are traditional, but for modern concrete walls and very heavy hanging cabinets, I would rather recommend chemical anchors (injection mortar). Also, this is not a must. I have often installed from the outside inward to minimize visible measurement errors at the edges. Ultimately, what matters is carefully checking the gaps and adjusting them if necessary.
