ᐅ Single-family house with external wall insulation system – sealing/plastering the base/foundation area

Good evening everyone,

We recently moved into our detached house with an external thermal insulation composite system (ETICS) façade.

My question specifically concerns the base of the house:

Perimeter insulation was installed on the base. After that, a reinforcing mesh and filler were applied.

While our site manager believes that it is no problem to work around this base later on (for example, by backfilling soil accordingly), we would prefer to waterproof the base with a slurry and then have a colored stone render applied.

The area around the exterior walls of the house will be paved, meaning the paving stones will be placed directly against the outer wall.

In what order should the works "waterproofing/rendering the base" and "laying the paving stones" be carried out? Once the stones are in place, the painter will hardly have the opportunity to render the entire base area (and in that case, could the base still absorb moisture)?
