You need to remove the old material first. Then check the condition of the substrate. It might be worth removing everything and applying new plaster or wallpaper. If that’s not feasible because you don’t have the time or energy, scrape off some of the substrate and take it to a professional paint store (not a DIY store!). They can advise you on a suitable primer.

I would go for it. 😉 Remove the wallpaper, re-wallpaper, and repaint. It also seems like there are already several layers of paint on it....it won’t absorb anything anymore anyway 😉
