My wall looks like in the pictures. What steps are necessary to get it uniformly white without the paint peeling off?

You need to remove the old material first. Then check the condition of the substrate. It might be worth removing everything and applying new plaster or wallpaper. If that’s not feasible because you don’t have the time or energy, scrape off some of the substrate and take it to a professional paint store (not a DIY store!). They can advise you on a suitable primer.

Well, I would go for removing them. 😉 Take down the wallpaper, reapply new wallpaper, and paint. It also looks like there is already quite a lot of paint on there.
