ᐅ New Construction Window Installation: Are Downward-Facing Fasteners or Screws Necessary?

Hello everyone,
I am building a detached house (brick by brick).
The building inspector pointed out that the windows are only fixed on the left and right sides. The fixing at the bottom is still missing. (Fixing at the top is not possible due to the roller shutters.)
I spoke with my neighbor (different builder). His windows were installed the same way (without fixing at the bottom).

No, a regular window.
The floor-to-ceiling windows are already fixed with brackets.
I have a perforated brick wall.
