ᐅ Ikea Hemnes Office Shelf Construction Flaw?

PiakeaHello, this is my first post.
I specifically bought the Hemnes office shelving unit, about 50cm (20 inches) wide, for my home office. Unfortunately, the holes for the adjustable shelves are arranged so that instead of four possible binder-height compartments, only three are possible. The remaining two compartments only allow for the height of two CD cases plus one shelf where, due to the lack of 1.5cm (0.6 inches) clearance, no binders can stand upright.
As an enthusiastic and experienced IKEA furniture assembler, I am definitely capable of following the instructions. Does anyone know if this might be a design flaw? It also seemed strange to me that the fixed shelf is installed so high above the shelving unit.
Since I need this shelf for my binders, not nonexistent CDs, is there any way to add more rows of holes using a template? Does IKEA/Hemnes offer something like that?
I would really appreciate any tips.
