Hello,
we have an offer for a plot of land located in an HQ100 area.
We like the location and size. However, after extensive research, I could not find any information about the additional building costs, only that many measures are required.

Does anyone have experience with how much percentage or similar one needs to budget for when building a house in an HQ100 area?

Unfortunately, I can’t comment on the costs. But basically, you can forget about the basement, and I would recommend building on stilts instead.

Flooding is an adventure and a risk; you really have to be prepared to take it on. I would definitely advise planning a certain safety margin in the height, so you don’t get caught off guard by a flood wave like in Bavaria and Saxony.

Do you really want to build there?

Firstly, it is possible that you may not be able to get building insurance at all, or only at very high costs. Secondly, banks might appraise the house at a lower value because properties in flood-prone areas generally have lower market prices.

we definitely want to gather detailed information beforehand. (Fortunately, we are not in any hurry.) The term "flood zone" sounds dramatic at first. According to the certificate from the municipality, two-thirds of the plot lies in an HC100 area (i.e., on the edge), which means it could potentially be flooded once every 100 years. These flood hazard areas must be designated by cities and municipalities. It is also possible to view flood hazard maps online through the respective state authorities (these have been gradually created since 2014). Very interesting!

I would definitely recommend talking directly to the neighbors of your desired building plot. Ask about the highest recent flood levels, how often flooding has occurred, etc.

If it’s “only” the garden that gets flooded, and maybe only every 5 years, it shouldn’t be too much of an issue. Part of our garden is also in the 100-year flood zone (HQ100 area), but at most only one-third, and we don’t have any buildings there—really just garden space. (We also raised the house a bit because of the HQ100 line.)

So please try googling "Themse Island Floating House" and check the first entry on Dezeen Magazine (there are more sources as well). This will probably exceed your budget by far, but it offers absolute flood protection up to 3.60 meters (12 feet) in height...
