ᐅ House Construction 2016 – Which Steps to Take Next and When?

We plan to start building our own home in 2016.
We already have a building plot of 714m2 (7,676 sq ft).
So far, there is nothing more than a house design I created myself using CAD.
We know a local architect who will prepare the official house plans for us.
My “problem” now is when to approach the architect.
Financing is not secured yet; I plan to finalize it in February 2016, as we will be able to increase our equity by a significant amount that month. I expect this will help us get better terms from the bank.
On the other hand, I have heard that from 2016 there will be stricter regulations for private homes in Rhineland-Palatinate, which could increase costs for some elements. Therefore, I was advised to definitely submit the building permit / planning permission application by the end of 2015.
Now I am wondering what to do next. Should I put everything on hold until I secure financing in February 2016? Or should I already go to the architect now and submit the building permit application afterwards—which would then be financed using my equity?

I almost believe that the staff at the KfW Bank are overwhelmed by this topic...... Either the person providing the information really wasn’t paying attention, or your question was unclear...?
The 2016 Energy Saving Ordinance has been in effect since January 1, 2016; applications for KfW 70 (2014 Energy Saving Ordinance) can still be submitted to KfW until March 31, 2016... if and insofar as... (see post 27 from user Fenix) and the building permit is submitted this year.
A building permit submitted after December 31, 2015 always refers to the Energy Saving Ordinance valid at that time!
Maybe the caseworker meant that it doesn’t matter when you start construction after presenting the unconditioned building permit?

For your construction project, the basis for the calculation is the date of the building application. The relevant date for our funding conditions is the date the application is received by KfW. Therefore, the date you submit your building application is not relevant for applying for KfW funding.
Please direct any questions regarding the building application and calculations to your expert assessor and the local building authority.
To receive funding for the "KfW Efficiency House 70" under the product "Energy-Efficient Construction" (153), it is important that you submit the application to your financing partner before the first ground-breaking and that the complete application documents reach us by March 31, 2016. Please also submit the online confirmation, completed by the expert assessor and signed by you.
The calculation method for a KfW Efficiency House, based on the so-called "reference building method," remains unchanged. This means that a building constructed today according to the KfW Efficiency House 55 or 40 standard will still meet the requirements for such an efficiency house after 2016. Product improvements apply to KfW Efficiency Houses 55, 40, and 40 Plus and to all applications received by us from April 1, 2016.
The repayment grant amount and terms will be announced shortly before the product launch. Information will then be available at kfw.de under Conditions.

The reply from KfW does not state that you can only submit the building application in January if you still want to build according to the current Energy Saving Ordinance. It only says that the building application and the application for funding are two separate processes and must be applied for independently. That is indeed correct.
