We plan to start building our own home in 2016.
We already have a building plot of 714m2 (7,676 sq ft).

So far, there is nothing more than a house design I created myself using CAD.

We know a local architect who will prepare the official house plans for us.

My “problem” now is when to approach the architect.
Financing is not secured yet; I plan to finalize it in February 2016, as we will be able to increase our equity by a significant amount that month. I expect this will help us get better terms from the bank.

On the other hand, I have heard that from 2016 there will be stricter regulations for private homes in Rhineland-Palatinate, which could increase costs for some elements. Therefore, I was advised to definitely submit the building permit / planning permission application by the end of 2015.

Now I am wondering what to do next. Should I put everything on hold until I secure financing in February 2016? Or should I already go to the architect now and submit the building permit application afterwards—which would then be financed using my equity?

I would definitely recommend consulting an architect and at least finalizing the house design this year. If you submit the building permit / planning permission application by the end of this year, you can still build according to the current energy-saving regulations. Starting January 1, 2016, new regulations will apply. I would also check with the bank to find out how much house you can afford. Whether the financing conditions will improve for you in February is uncertain, even if you have more equity.

You were not fully informed. The requirements of the Energy Saving Ordinance are being tightened nationwide in 2016; not only in Rhineland-Palatinate.

The current Energy Saving Ordinance expires on March 31, 2016; to meet the deadline under the old Energy Saving Ordinance, it is sufficient to submit the building permit / planning permission application in time by the end of March 2016.

Hello construction expert,

The information about the Energy Saving Ordinance 2016 and its validity from 01.04.2016 is interesting. Until now, I assumed that the building application had to be submitted by 31.12.2015 to benefit from the previous energy saving regulations, but apparently it is sufficient to submit the application by 31.03.2016...

I keep hearing that construction companies are very busy. If I only place the order in February or March 2016, it’s quite possible that there won’t be any resources available to complete my project in 2016.

In other words, they want to basically "rush" me. How much lead time should I allow when dealing with a builder? Is there a general rule of thumb?
