We plan to start building our own home in 2016.
We already have a building plot of 714m2 (7,676 sq ft).
So far, there is nothing more than a house design I created myself using CAD.
We know a local architect who will prepare the official house plans for us.
My “problem” now is when to approach the architect.
Financing is not secured yet; I plan to finalize it in February 2016, as we will be able to increase our equity by a significant amount that month. I expect this will help us get better terms from the bank.
On the other hand, I have heard that from 2016 there will be stricter regulations for private homes in Rhineland-Palatinate, which could increase costs for some elements. Therefore, I was advised to definitely submit the building permit / planning permission application by the end of 2015.
Now I am wondering what to do next. Should I put everything on hold until I secure financing in February 2016? Or should I already go to the architect now and submit the building permit application afterwards—which would then be financed using my equity?

Thanks for the link, I had already seen that as well. But that doesn’t mean that building applications submitted by March 31 can still follow the old energy saving ordinance; rather, December 31 is the actual deadline. KfW funding and the validity of the new energy saving ordinance are only related to a limited extent.

What exactly does that mean? Because that is currently our plan: we wanted a gas condensing boiler complemented by controlled residential ventilation with heat recovery. Although we are still unsure whether to install solar thermal (ST) on the roof and use a buffer tank. The whole system would have closely spaced underfloor heating pipes to keep the supply temperature of the underfloor heating as low as possible.
The problem is that we do not want an air-to-water heat pump, vertical geothermal is not possible (due to drinking water protection), and we don’t yet have a really viable idea for horizontal geothermal (although I can imagine large thermal baskets, but we need to check if the soil can handle it and if the authorities will approve it).
If we think further ahead, we have already considered: gas condensing boiler, ST on the roof, a hydronic fireplace plus a large buffer tank. But I don’t think that makes economic sense nor that the heat supply would be sufficient.

The Energy Saving Ordinance 2014 tightens up on 01.01.2016 and will then be called Energy Saving Ordinance 2016; however, the current KfW funding program runs only until 31.03.2016. From 01.04.2016, new funding measures will apply, and the KfW 70 standard will no longer exist or will be replaced by the Energy Saving Ordinance standard.
Anyone wanting to build according to the valid Energy Saving Ordinance 2014 must have submitted their building application by the end of December 2015; earlier is better, as I believe the date of stamp receipt counts.
Those who want to build a KfW 55 efficiency house but want to take advantage of the new funding measures must wait until early April 2016.
