We plan to start building our own home in 2016.
We already have a building plot of 714m2 (7,676 sq ft).
So far, there is nothing more than a house design I created myself using CAD.
We know a local architect who will prepare the official house plans for us.
My “problem” now is when to approach the architect.
Financing is not secured yet; I plan to finalize it in February 2016, as we will be able to increase our equity by a significant amount that month. I expect this will help us get better terms from the bank.
On the other hand, I have heard that from 2016 there will be stricter regulations for private homes in Rhineland-Palatinate, which could increase costs for some elements. Therefore, I was advised to definitely submit the building permit / planning permission application by the end of 2015.
Now I am wondering what to do next. Should I put everything on hold until I secure financing in February 2016? Or should I already go to the architect now and submit the building permit application afterwards—which would then be financed using my equity?

I have exactly the same "problem."
I contacted KfW in writing and received the following response:
Dear Mr. xxxxxxx,
Thank you for your email. Please accept our apologies for the delayed reply.
The product improvements apply to the KfW Efficiency House 55, 40, and 40 Plus programs and to applications submitted to us from April 1, 2016, onward. The date of receipt of the application at KfW is decisive for funding.
The application for KfW funding must be submitted before the start of the project. For new constructions, the start of the project is defined as the "first groundbreaking."
Under the following conditions, it is possible to submit an application retrospectively under the conditions effective from April 1, 2016, in coordination with the financing partner:
- You had a concrete discussion with the financing partner about applying for the funding loan before the project started,
- this discussion was documented by the financing partner,
- the loan application is submitted to KfW within 3 months after the start of the project.
If the 3-month deadline is exceeded, an application can still be submitted if the project is less than 50% completed at the time the application is received by KfW.

Two prefabricated house suppliers have now confirmed that the version with the KFW application will be submitted this year, and the building permit / planning permission application will be filed only at the beginning of 2016. I also received this confirmation in writing from the suppliers (O...al & Ha... H..s).

Genius I tend to rely more on the information provided by KfW. But again: there must be an official document from KfW that clearly states the legal situation. I will request this.
The new Energy Saving Ordinance 2016 is often confused with KfW funding.
As I understand it:
Anyone who wants to build according to the currently valid Energy Saving Ordinance 2014 must have submitted the building permit application in 2015. Building permit applications from January 1, 2016, onward must comply with the Energy Saving Ordinance 2016.
This has nothing to do with KfW funding! However, those who apply for KfW funding by March 31, 2016, can use the currently valid conditions. I am not sure whether a KfW70 house still meets the requirements of the Energy Saving Ordinance 2016. Can someone clarify this?
Please correct me if I have misunderstood anything.

This means that anyone applying for funding for a KfW 70 energy-efficient house must have submitted the building permit application / planning permission by December 31, 2015 (of course, you shouldn’t wait until the end of December. The building authority is hardly working between Christmas and New Year). The KfW application, however, can be submitted until March 31, 2016, but before the first ground-breaking. Exceptions are described in both emails from KfW.
So, what is still missing?
