ᐅ House Construction 2016 – Which Steps to Take Next and When?

We plan to start building our own home in 2016.
We already have a building plot of 714m2 (7,676 sq ft).

So far, there is nothing more than a house design I created myself using CAD.

We know a local architect who will prepare the official house plans for us.

My “problem” now is when to approach the architect.
Financing is not secured yet; I plan to finalize it in February 2016, as we will be able to increase our equity by a significant amount that month. I expect this will help us get better terms from the bank.

On the other hand, I have heard that from 2016 there will be stricter regulations for private homes in Rhineland-Palatinate, which could increase costs for some elements. Therefore, I was advised to definitely submit the building permit / planning permission application by the end of 2015.

Now I am wondering what to do next. Should I put everything on hold until I secure financing in February 2016? Or should I already go to the architect now and submit the building permit application afterwards—which would then be financed using my equity?

Since we are facing the same question and I have received a written response from KfW, I would like to share it with you:

Dear Mr. ...

Thank you for your inquiry regarding the funding conditions for the "Energy-Efficient Construction" program.

If you, as a builder, want to construct a KfW Efficiency House 70, you can still secure the current product terms and conditions. Starting April 1, 2016, we will no longer provide funding for the construction of a KfW Efficiency House 70.

It is important that you submit the application to your financing partner before the start of construction (the first groundbreaking) and that we receive the complete application documents by March 31, 2016. The date of the building permit / planning permission is not relevant for us. The decisive factor for funding is the number of residential units confirmed in the building permit / planning permission.

The funding program will be revised as of April 1, 2016: from that date, we will finance KfW Efficiency Houses 55, 40, and 40 Plus.
The maximum funding amount per residential unit will increase from 50,000 euros to 100,000 euros. These changes apply to all applications received from April 1, 2016 onward.

From January 1, 2016, according to the Energy Saving Ordinance 2014, the requirements for new buildings will increase by 25%. The calculation method for a KfW Efficiency House, which is based on the so-called "reference building method," will not change.

This means that a building constructed or renovated today to KfW Efficiency House 55 or 40 standards will still meet the requirements for such an efficiency house after 2016. Therefore, a new calculation is not required for the residential building you are planning.

The application for KfW funding must be submitted before the start of the project. The start of the project is defined as the "first groundbreaking" for new construction, and as the conclusion of the purchase contract for acquisitions.

Under the following conditions, a retroactive application may be possible in coordination with your financing partner:
- You have had a concrete discussion with your financing partner about applying for the funding loan before the start of the project,
- this discussion has been formally documented by the financing partner,
- the loan application is submitted to KfW within 3 months after the project start.

If the 3-month deadline is exceeded and at the time of application the project is less than 50% completed, an application can still be submitted.

Hello everyone,

I have now received information from KFW that only the KFW 70 application needs to be submitted this year. The building permit / planning permission is independent and can still be submitted in January (planning is based on the reference building of the 2014 Energy Saving Ordinance).

I almost think that the KFW Bank staff are overwhelmed by the subject......

Do you have that in writing? That contradicts the written information I received from KfW. There must be an official document from KfW where these deadlines are clearly stated. I will follow up on this.
