If I order a glass door with the dimensions 709 x 1972 mm (28 x 78 inches), what size should my door frame be? Should the frame be the same size, 709 x 1972 mm (28 x 78 inches), or does it need to be larger?
I am a bit unsure about this.

The door dimensions are always given based on the outer measurements of the door leaf. Standard doors are usually rebated doors. Since a glass door does not have a rebate, it is referred to as a flush door, which explains the unusual numbers. For your door leaf, a frame with the standard size of 735 x 1985 mm (29 x 78 inches) would be suitable.
