A few months ago, my parents had their facade repainted. Everything went well except for one spot where the paint is peeling again, revealing a white powdery substance underneath. I would actually rule out moisture here because there is a 3.00m (10 feet) covered terrace above that area. Does anyone know what this could be and how to fix it?

Drill with this wire brush attachment. Brush freely and see how it looks when you reach the brick. Is it wet? You can repair that later with screed concrete and the wall paint. If it’s wet, you might need to consult a mason. Would it help to open it up more and then apply a waterproof slurry?
It could be harmless and caused by the snow over the last few days. The wall has been exposed to moisture for a longer time.
